As far as I'm concerned, the sign ~ is used in South Korea (or at least, there too) and it "softens" the sentence. For example, "You're an idiot" can be understood both offensively and jokingly, whereas "You're an idiot ~~" indicates that it's said in a friendly/lighthearted manner.
