Hanako used to have no scaring... But that all changed when the fire nation attacked.

My gut feeling is...probably not. You'll find very few people in the animator scene who'd be both willing and able to work on something of this magnitude and do it for free.
Sisterhood: True Edition. Hanako epilogue I wrote. Now expanded with additional chapters.

True. I've seen weirder though.

Futabu was given a fully animated, voice acted 18 minute episode, and another is on the way. I mean, if somebody was so dead-set on doing that, then there must be somebody willing to animate for KS.

The thing is that ONE episode would already be a full-fledged project. An anime project that actually tells the whole story...sorry, you'll need a budget for that.

That's generally a nice alternative. I know I actually like the Naruto manga better than the anime.
