I thought that rule was more for the people making requests so we wouldn't have 100 different threads like "Can someone draw me hanako in a dress?" and "Can someone draw the KS crew in an orgy?". The rule prohibits making requests, not taking them?

Here is the quote from the rule, sounds like it's against making requests on the forums. If people post what they want here like you mentioned then they would be violating the rule.

As I understand it, the rule prohibits people from making requests, but there is no problem with anyone posting filled requests. The rule was made when people were making threads for the sole purpose of asking for an artist to draw their idea. While they may not post requests publicly, I'm sure there's no issue if they sent a pm to the artist instead, and said artist posted their work.
