I made this a while ago for my wheel chair bound girl, I clearly procrastinate when it comes to photos.

I'm guessing the soulless doll being dressed to represent something with a personality/emotions etc (a persona that a writer creates has the personality/emotions the writer credits to it)

By extension the uncanny valley principle plays a bit of a part here in that something "alive" has been turned into an inanimate doll, due to the subject in question its a little difficult to describe the intricate psychological effects here, but I'm sure you've all seen some reference to a human being turned into a doll (magic, curse etc etc) and that concept creeping you out, that kind of plays a part here as well

Things like this doll will always generate mixed responses due to people's views on inanimate objects/nonhuman life, differences in empathy also play a large role (Man I fear I'm not making much sense here :/)

Photo-quality also doesn't help, it gives it a bit of a horror-story vibe which is why most people will make the "creepy" association (doll-human humanoid dolls etc usually show up in horror stories after all)

On the subject of the doll though, I feel the style clash it generates (western style dolls dressed up as anime-esque characters) the uniform looks well made though, impressive even

I feel like the "playing" I did with my sisters dolls as a kid did have similar results yet other backgrounds. Tearing limbs from barbie-dolls is just too much fun.
Btw, I am not trying to make fun of your art there, its actually pretty good. I figure the clothing took some work, too.

Old man Stauf built a house, and filled it with his toys.
Six guests came over to dine one night, their screams the only noise.

Anyone who writes a KS/The Seventh Guest crossover fic deserves a round of fucking applause.
