From what I gathered from the discussion the first time this pic was posted, the girl is some kind of man-eating alien from a VN called Saya no Uta.
"Okaeri" means "Welcome back".
To find it funny you probably need to know the VN.

She looks like that all the time and by no means is a flesh-gobbling creature created by science gone awry. Do not believe the lies and deceit from anyone who says otherwise. Ignore the horrorterror behind the curtain, she is of no importance.
