Probably because they only played Act One on another route, and all they see is her, well... being kind of pushy.
That being said, that particular piece was done by Hotdiggetydemon, the guy who did the Pony.mov and Mickey the Dick series. Basically, he makes everybody into an asshole, so Shizune is being portrayed like most of his characters, and not really any worse. Heck, he made Fluttershy into a psychotic killer and he made Rarity into a slave driver, so Shizune seems downright nice in comparison.

If he wanted to make an argument about that particular rule, he should have made a point that doesn't regard ALL laws. personally I think the forums could do well with an off topic discussion, if it was contained to one thread.

I love the interpretation of Pac-Man where he's a just a lowly worker retrieving golf balls left all over the course by the rich masters and the ghosts are all previous workers who got conked on the head and killed by incoming golf balls in the line of duty.
