Lucy is armless, but she will get your heart in a death grip and won't let go.

Oh my how could I forget? Rick Grimes in The Walking Dead comics. I'm not sure if he suffers the same disability in the show, I'm a few seasons behind.
I am bad, and that's good. I will never be good, and that's not bad. There is no one I would rather be than me.

Maybe it is not very notable or relevant, but the author of Franken Fran (one of the manga I like most) has also made Helen ESP, the story of a girl who became blind, deaf and mute after an accident. However, as the title states, she has latent ESP powers which then she uses to help the people around her. Nice little series, and don't be afraid if you don't like the gore because, unlike Franken Fran, there isn't any.

Katawa Shoujo is a game that, by all accounts, shouldn't exist, but it does and we're happier because of it!

He's the player character in an FPS. They're ALWAYS mute

Also:

Jeff "Joker" Moreau, the funniest, best pilot in the Alliance Navy, who can't dance because he'd break his shins.

There's also Sona Buvelle from League of Legends. She's mute, but can talk to a person via telepathy.

Those are the only two I can think of off the top of my head.
I write take a look, would you kindly?
I also draw, kind of.

Well technically he wasn't disabled until a bullet ricochet off of magnetos helmet and disabled him so when he was in high school he was a normal kid ho was smart as hell

Anakin Skywalker/Darth Vader. Lost most of one arm, and later lost most of his other limbs.

There are quite a few cripples in Elfen Lied. It's a bit disturbing that you get to see how some of them became cripples but well anyway.
Lucy/Kaede is bipolar and is most probably sadistic.
Nana gets her legs and arms ripped off by Lucy. Technically she has no limbs.
Bando becomes blind due to Lucy but later gets his vision back (I think. I can't remember) but he later gets his body ripped in half and still somehow manages to survive.
Mariko Kurama has wasted limbs (her limbs don't work properly. She moves around in a wheelchair).
I think that is enough for now. Will need to think about this more.

Christy in My Left Foot. Daniel Day-Lewis pretends to have cerebral palsy for your entertainment.
Frank in Scent of a Woman. Al Pacino pretends to be blind for your entertainment.
Gregory House in House. Hugh Laurie pretends to be an asshole for your entertainment.
Walt Jr. in Breaking Bad. CJ Mitte doesn't even have to pretend. He has CP in real life.
Is being an asshole a disability now? That would sure skyrocket the number of disabled in the world...

And Mitte actually had to pretend his CP was worse than what it was. Apparently he wasn't quite disabled enough for Vince.
I love the interpretation of Pac-Man where he's a just a lowly worker retrieving golf balls left all over the course by the rich masters and the ghosts are all previous workers who got conked on the head and killed by incoming golf balls in the line of duty.
