Perhaps he wanted to propose wearing the same outfit he met her in? Can't explain Rin's outfit though, it probably just comes down to weird future fashion plus a weird person.

Hmm... I always associated Emi with Miia (fastest thing on no legs), and Rin with Papi (uses her feet/claws as hands, and can be a bit flighty ).
Shizune/Rachnee and Misha/Mero are in my book, though.
