Kenji is actually a homeless man hiding in the school.

Evidence;

-mentions at the end of the school year that he wins in the end, because he never had to pay rent

-easy access to strong alcohol

-only income seems to be from panhandling and illegal gambling

-residing in a school lax truancy enforcement

-only attends the class full of students who cannot identify him and works to avoid all other contact

-dresses heavily to conceal his body type, like many criminals

-rants like a lunatic

Hanako's favorite joke is The Aristocrats, but she never tells it because Lilly finds it really offensive. Instead, she practices her delivery in front of a mirror when she's alone. It's the only time she never stammers.

The rest of that dorm floor is uninhabited except for Hisao. No telling if Kenji jimmied the lock open and is counting on the school's terrible hall monitors to remain undetected.

However he did mention he had parents. They may be paying his way through school, and nothing else. Also, he has his own money. (How do any of these kids get money, anyway? Do they have jobs? Allowances? Does the game ever say?)

A lot of Kenji is hidden from us. We do not know enough about what others know about him to make a judgement on whether he is a student or not. Perhaps he has "special needs" for time and space to himselflike Hanako does.

That Kenji is plainly visible in classrooms from time to time - such as when he was making a sign for the festival - makes me wonder if he's really all that incognito. The teachers probably recognise him as "that weird kid in the thick glasses, coat, and scarf".

Perhaps the thing that convinces me most that Kenji is actually a student is the presence of guards themselves and his manner of dress. Considering his conspicuous clothes, one would think he'd be pretty easy to spot. If he were not a student, wouldn't the guards be able to spot him and haul him away if they did not recognise him as a student?

Well, obviously he would have to slip into a class once in a while to maintain his cover. This is why he has chosen a class where no one could identify him beyond details under his control. He then plays up his wardrobe and eccentric personality to blend in while being completely visible. The school is full of students who have odd habits and accommodations, no one is going to notice one more socially awkward guy. Especially if he pulls out puppets and charts given the opportunity.

Don't know what to say about the mention of parents. I mean, everyone has parents at some point in their lives. Might still be a cover. He might also be a student that actually graduated years ago, and is freeloading through blending in with the populace and bureaucratic incompetence.

Lilly specifically mentions that she receives quite a bit of money from her parents. Hisao often seems to have little spending money. Shizune's dad is rich and Misha is an assassin for the Yakuza. It's possible I made that up. Other than that, it doesn't really say.

Considering in this type of setting (japan anime world, I can't speak for real japan) having a job while you're in school is frowned on (if not outright against school rules) and most of them have plenty the do regardless (Shizune = Student Council, Lilly = Class Rep + Hanako, Emi = Track, Rin = Art, Hanako = Reading/Lilly/Newspaper Club, + whoever gets Hisao spends time with him) I think it's pretty clear that none of them have jobs. I expect all of them get money from their parents except Hanako of course. Also remember that this is an expensive private school they go to, so none of the character's families are poor or really short on money even if we don't see some of them.

Again, he's that odd kid who'll talk your ear off if given the chance. It's like that Mel Brookes bit (I forget which movie) where he has to get a gun through security and accomplishes it by being as annoying as possible.
Kenji might also just be that crazy. He may actually believe that he is (still) a student.
