You made my day. Does ReactOS requires another os to run? No? Then it's different OS. Period. API does not matter(hint: think of posix, then consider that freebsd != linux).
Binary compatibility does not matter(now I can run esheep on windows xp, first time I run the same executable on win3.11, but (SURPRISE) win3.11 != winxp). Core is different, so os is different. FreeDOS != MS-DOS as well.

...while we have a ReactOS nerd around, can you tell me if Python's scripting engine, Perl's engine, and Macromedia Flash work on it with any amount of reliability? And how about Windows Script Host?

I seriously haven't a clue, but I imagine flash at least somewhat works since it's confirmed that youtube works.

Sorry for the grave-digging and the double-posting, but I thought this was important enough to the relevance of this topic.

Turns out that Act 1 v2 doesn't work. AFAIK, the only difference technologically under the hood is an incremental Ren'Py update... seems strange it'd break compatibility.

However, at the same time, I've discovered something positive - Act 1 v1 works WITH SOUND! (you can still get a copy of Act 1 v1 via the torrent links in this blog post)

You can see both Act 1 v1 with sound and Act 1 v2 failing to launch in this much higher-quality video:
