I think we're forgetting the fact that the accident she was in that burnt her happened when she was very young before puberty. So any breast development would of occurred after the fire.

I have no experience in this matter outside the still-sensitive scar from a surgery performed when i was two weeks old, and some Google image searches I would never like to repeat, But from what I've seen, if her breast were damaged the scar tissue would likely cause that side to actually be larger than the other, as the rest develops underneath it. However, since she received the burns as a child and has grown since, she has likely had numerous reconstructive surgeries. My guess is that if her breast was scarred, it has been returned to some more normal shape by surgery in the last couple years.

Hypathetically, does Hanako having only one breast devalue her? Are you put off by the idea even though we're talking about a character that we know has considerable burns scarring?

You should think about this too, crud, not least so that you can get on the good side of burns victims AND women with one breast by having Hisao tenderingly love Hanako despite her appearance.
