The guy with the cane next to Hanako made me think "Kyon" first thing.

Everything except 7 in first post is (at least partially) correct - there is no point guessing the origins of the ones marked OC, they are original designs.

I'm actually rather interested in #3, myself. we know Rin wears a men's uniform because of her constant leg use. However, she still wears a men's top. She needs help putting on either, so I assumed she wore the men's top to have a matching uni. However, #3 is wearing a men's top (most likely because it's easier to adjust and take off a tie with one hand than trying to tie a bow,) but she appears to have a skirt on that makes Shizune's look like Lilly's. That surprised me when I noticed it - I figured she'd have to wear the pants with it so it matched the other men's uniforms.

I don't know her name, but I imagine the picture is demonstrating how she ended up in Yamaku to begin with.

Ok, I think I have figured it out, #7 is an unnamed OC created by an artist going by the name of Agata Itsuki.

Also I am going with Shirou for #16, It just does not look like Kyon to me.

So yay we got every one! (Hopefully)

So #7 is not the girl from the picture above? The image of her on the poster and the girl in the classroom look exactly the same...

You should just tell me who it is, Aura. This is driving me insane...

Aura, when you say that the OC are actually references, but to things that only the devs know, do you mean they're versions of people you know in real life or do they relate to some sort of other in-joke or, er, in-knowledge that you all share? I'm particularly interested in number 4 since that was the one that I was more disappointed didn't feature in the game again (as well as the two tanned girls, but mainly 4).
