Comic relief. Because Shizune's route was kind of lacking in that department. But it wasn't funny, it was just enraging. It was both. He's like a real-life Internet troll; he says things to get you riled up and often succeeds, but at the same time he's so ridiculous you can't take him too seriously...

Originally, I just had "Keep running after Emi", but I've seen claims that it's possible to miss the good end if you overdo it. If you can't screw up that way, drop the second part. I think better advice for Emi's route is to "Keep running after her, but know that you can't catch up ...
