I don't believe they literally return in the routes. They're just girl-specific blurbs on the website. I agree, I'm not sure that the actual questions themselves show up in the text for each playthrough, but they do represent the 'hurdle' each girl / Hisao has to come over in their relationship. As...

I got 100% now and I feel genuinely depressed that there isn't any more story thats 'canon' to experience. I'm still enjoying some fanfics though. (Such as Guest Poster's 'Sisterhood')

I think it's during the festival if you go down Rin's Route, when they're at the mural. I don't really have a comment to make about Nomiya except the fact that ever since I saw Hisao describe him as 'Flamboyant' that I can't stop reading his voice with a flamboyant/cartoony twang, and it makes me laugh every time.
