So Kenji's version of protocol is "make it up as I go along" or "'tis better to ask forgiveness then receive permission?" Basically, yes. Emi sort of levels out his tendency to leap first by forcing him to slow down and consider other options, but when she isn't there he lacks that voice of reason....

I think, because of the shady origin of the game, the creators wound up being especially careful to make it break that mold, ensuring that it didn't become a cliche based on the source. It became so well done because there was so much negativity surrounding its pathos, and they didn't want that stig...
