I don't think you quite understand that if everyone made the right decision all the time, there would be no story. I keep seeing "so and so should have done this" and "this would have been the logical thing to do" but if so and so did that or had done the logical thing then the story would be over ...

He teaches only science, and takes care of homeroom for Hisao's class.
There is a mention or two of other teachers, not taking Nomiya into account. But yes, you don't see a whole lot of extras exactly because they are extras.
