Yep, sadly, this is true. It would be really, REALLY hard for Saki and Hisao to adopt normally, and if you add in Saki's disability, it would be considered by the powers-that-be to not be a stable environment for a child to grow up in. One could argue that would be better than living in an orphanage...

You can tell in Emi's route he actually has some definition, in the CG where she's straddling him. If he kept up the exercise, along with doing more than running because he liked it, it's entirely possible he could get more swole
