That was the intent, but it wasn't communicated very well. I tried to do a lot of things in those last few paragraphs without actually laying enough groundwork for them to make sense.

I'll note that the prompt is flawed. Drinking age in Japan is 20, and in Scotland it's 18 with no restrictions, or 16 for wine, beer, or cider ordered with a meal (granted, the prompt doesn't work there).
